Swim 21 is the ASA's Club Development Programme, aimed at providing appropriate opportunities for swimmers, in order that they will attain their full potential. Each club with Swim 21 has a commitment to provide effective and quality services for their members. It is based on the ASA's Club Development Model which is a planning tool based on the Lont Term Athlete Development Framework all aimed towards fulfilling the potential of all athletes and swimmers.

The programme is structured around four levels, all equally important: Teaching, Skill Development, Competitive and Performance. Each level contains criteria that a Club is required to meet in order to be accredited.

Clubmark is a cross-sport quality accreditation for clubs. The aims of this programme are incredibly similar to Swim 21 by recognising clubs which are willing to develop and promote welcoming enviornments for young participants. These clubs have to encourage young participants to take-up sport, improve their talents and encourage lifelong participation. As Swim 21 is recognised by Sport England as a Clubmark accredited scheme, GBM also has Clubmark.
